Tom brings considerable depth of experience to his work with Eagle Ray's government and commercial customers, applying expertise developed over twenty years in the Information Technology industry. As vice president and senior consultant, Tom provides program management support, business process analysis and implementation, process improvement, performance measurement and change management solutions, and training and mentoring services, to Eagle Ray's clients.

Prior to joining Eagle Ray, Tom was Vice President and Contacts Department Manager for Titan Systems Corporation (formerly BTG Corporation). Tom has held Senior Program and Project Manager positions, leading the development and integration of complex Department of Defense and Federal Agency C4ISR systems.

Throughout his career, Tom has brought a keen interest in process and performance improvement to his operational roles, establishing an organizational culture that fosters the creation of high performing teams. Tom developed and taught Program Manager Certification classes and has extensive experience at the operational and corporate levels in the analysis, development and implementation of new processes and continued process improvement initiatives. He was a member and team lead on two enterprise financial system implementations, and was a key contributor to BTG Corporation's Engineering Process Group. Tom has led organizations to achieve industry assessments and certifications, including CMM and ISO 9001:2000.

Tom is a Project Management Professional and has a CIO Certificate in Federal Executive Competencies. Tom's professional memberships include the Beta Gamma Sigma Honor Society, the Institute of Electrical and Electronics Engineers and the Project Management Institute. Tom has a Master of Science in Technology Management from George Mason University and a Bachelor of Science in Electrical Engineering from the State University of New York (SUNY) at Buffalo, N.Y.
