Babs founded Eagle Ray, Inc. in 2002 in order to offer a consistent, thorough process for delivering IT projects. She saw an opportunity to provide standard processes, plans, templates, and forms that would enable her clients to transform their organizations. Her desire was to help them complete projects on time and within budget, ensure the repeatability of the process, satisfy customers, and continue to grow and operate effectively.

As President and CEO, Babs provides vision and governance for the firm. She also sets up strategic partnerships that will best support customers and meet their expectations. She works hard to ensure that customers are wholly satisfied with the services Eagle Ray provides.

To do that, Babs has drawn on her extensive experience in operations at all levels, including contract/procurement actions, staffing and tactical and strategic planning. Her technical areas of expertise include program and engagement management, application development, rapid prototyping and testing, training, quality/delivery assurance, and providing technical and business solutions through Internet applications and Electronic Commerce (eCommerce).  

She has worked in information technology services, program management, business development, business process planning, engineering management and specialized in providing management solutions to the most difficult management challenges. Her 20 years of experience has included management positions at such companies as the Naval Research Laboratory, BTG., Inc., Keane, Inc., Titan Systems, Inc., and other organizations.

Babs is an RAB Certified ISO 9000 Lead Auditor, an ISO 27001 Lead Auditor, and she has an active Top Secret/SCI clearance. She is a member of the Project Management Institute (PMI), American Society of Quality (ASQ), Northern Virginia Technology Council (NVTC) and other organizations.  Babs has a Bachelor of Science degree in Management, from National Louis University.
